Freedoms of the Air
The Freedoms of the Air are a set of commercial aviation rights granting airlines of one country the privilege to enter and land in another country's airspace. These freedoms were formulated as a result of disagreements over the extent of aviation liberalization in the Convention on International Civil Aviation of 1944, known as the Chicago Convention.
The Five Freedoms
- First Freedom: The right to fly over a foreign country without landing.
- Second Freedom: The right to refuel or carry out maintenance in a foreign country without embarking or disembarking passengers or cargo.
- Third Freedom: The right to fly from one's own country to another.
- Fourth Freedom: The right to fly from another country to one's own.
- Fifth Freedom: The right to fly between two foreign countries during flights while the flight originates or ends in one's own country.
Additional Freedoms
There are also four additional freedoms, which are not officially recognized by international treaties:
- Sixth Freedom: The right to fly from a foreign country to another while stopping in one's own country for non-technical reasons.
- Seventh Freedom: The right to fly between two foreign countries while not offering flights to one's own country.
- Eighth Freedom: The right to fly between two or more airports in a foreign country while continuing service to one's own country.
- Ninth Freedom: The right to fly inside a foreign country without continuing service to one's own country.
ICAO and International Agreements
The International Civil Aviation Organization (ICAO) is a specialized agency of the United Nations that codifies the principles and techniques of international air navigation and fosters the planning and development of international air transport to ensure safe and orderly growth.

- Developing standards and recommended practices (SARPs) for international air navigation.
- Facilitating the negotiation of air service agreements between countries.
- Promoting the implementation of the Freedoms of the Air to enhance international air connectivity.
