Many bishops have this gift, as they must pastor all kinds of leaders. This gift ties everyone together, akin to an apostle's role in the gifts of the Son. If you look at the seven-branched menorah, this gift is like the spirit of the Lord in the middle, working winsomely, using dialogue, and scaffolding new ideas. There's no such thing as a stupid idea for them.
